Position Title: Business Manager Department: Administration Supervisor: Library Director Job Objective: Under the direction of the Library Director, the Business Manager manages the finances of the library and performs a variety of clerical, accounting, customer service, vendor relations, administrative, and routine human resource administration duties for the Frankfort Community Public Library (FCPL) and Clinton County Contractual Public Library (CCCPL). Schedule: Full-time, FLSA non-exempt position, 40 hours per week. Some evenings and weekends are required. Pay: $19/hr+ commensurate with experience and qualifications, Pay Grade Level 8 Application Process: •Submit all materials including a resume, cover letter, and application in PDF format. Essential Duties: Financial Management: Oversee, monitor, and maintain the funds and financial transactions for FCPL and CCCPL, including but not limited to bookkeeping, preparing claims vouchers and checks, making payments, handling of cash and checks, making and entering deposits, and completing monthly bank reconciliations and investigating any discrepancies. Must ensure accurate accounting and compliance and follow established State Board of Accounts (SBOA) procedures and guidelines. Reports: Utilize payroll and accounting software to prepare financial statements and run reports. Complete and submit various monthly, quarterly, and annual reports/statements. Prepare and submit government financial reports, such as 1099s, W3/W2s, 941s, etc. Human Resource Administration: Run payroll reports and process employee payroll. Track employee leave and update files/software with any changes in employee status or information changes. Administer employee benefits and manage annual open enrollment. Oversee new hire paperwork and onboarding processes. Create and maintain personnel files in accordance with applicable state and federal laws. Assist with other areas including but not limited to keeping track of and facilitating employee trainings, background checks, etc. Vendor Relations and Operations: Create and maintain up-to-date vendor files, resolve any account or billing issues, ensure timely payment of all claims, and maintain positive vendor relations. Assist the Director in administering the library’s insurance policies, including property and casualty insurance. Administer the investment of funds and banking relations. Library Boards: Assist in compiling reports and financials for the boards. Attend board meetings. This position typically serves as Treasurer of both the Clinton County Contractual Public Library and the Frankfort Community Public Library. Records: Maintain accurate records and files for the library and for audits that are in compliance with state and federal laws and the requirements of SBOA. Oversee financial and other document records retention according to state retention guidelines. Other: Attend relevant trainings and workshops and stay up-to-date on legislative changes and best practices. Be familiar with and comply with library policies and procedures. Other duties, tasks, and special projects as assigned. Education/Previous Experience: An associate or bachelor’s degree in accounting or related business fields preferred. Equivalent work experience will be considered. High school diploma or GED required. Minimum of 2-4 years of bookkeeping/accounting work preferred, specifically fund accounting experience; or a combination of education and/or professional experience. Skills: Ability to plan, coordinate, and work independently. Must be able to prioritize workflow effectively, manage multiple tasks and projects, and meet deadlines. Excellent organizational and clerical skills, with high attention to detail and accuracy. Extensive knowledge of standard bookkeeping/fund accounting principles, practices and procedures, including SBOA practices/procedures. Proficiency using computer systems, accounting and payroll systems, email, Internet, Microsoft Office programs including Excel and Word, etc. Ability to learn and adapt to new software and technologies. Excellent customer service and interpersonal skills, with proven ability to serve the public and staff with friendliness, tact, and diplomacy. Strong oral and written English communication skills. Ability to establish and maintain effective working relationships with staff, customers, and vendors. Ability to maintain confidentiality of financial data, personnel records, and other sensitive information. Must be able to successfully pass a criminal history and credit background check, and meet all legal requirements to be officially bonded. Machines, Tools, Equipment & Work Aids: Computers, multi-function printers, phone systems, payroll and accounting software, scanners, copiers, postage machine and scale, calculators and adding machine, typewriter, and fax machine, etc. Physical Demands: Sitting or standing at a desk for extended periods of time, including sitting at a desk and typing. Regularly walking, standing, and sitting. Reaching and bending to open cabinets, get files, etc. Talking on the phone and in person as well as reading print on a screen or paper. Handling books, paper, technology, etc. Using a computer, keyboard, mouse, phone, calculator, and other office equipment. Lifting and/or moving items like supply boxes, usually up to 25 lbs. Traveling to the bank to conduct library business. Occasional travel to vendor sites or other library facilities, etc. The physical demands described here are representative of the essential functions of the job.
